Responsibilities

Provide strategic advice, technical guidance and expertise to program and project staff as well as detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues. Supervise studies and lead surveys to collect and analyze data to provide advice and recommend solutions. Provide expert-level issue resolution, programmatic, and technical recommendation support to the PEO to achieve desired program outcomes, align activities across the ISR & SOF enterprise, and build stronger partnerships with the requirements community. Gather, analyze, and evaluate information required by program or project managers and customers. Draw conclusions and devise solutions to problems relating to improvement of acquisition effectiveness and compliance. Develop and draft acquisition documentation. Perform operations efficiency reviews, cost studies, or workload change impact analyses and rely upon and use automated management information systems in performing fact finding, analytical, and advisory functions. Provide expertise to expand rapid acquisition capability, eliminate unproductive processes/ bureaucracy for next-generation ISR & SOF acquisition, reduce cycle time, and ensure sound investments.

Assist in milestone planning, tracking, scheduling, briefing preparation, and staff coordination for multiple ISR/SOF programs. Provide advisory and draft documentation support for the creation of decision documentation, support program briefings, assist in schedule management, participate in an advisory role in management reviews, and coordinate activities leading to milestone reviews. Analyze Acquisition Strategy Panels (ASP), Acquisition Decision Memorandums (ADM), and Deep Dives for statutory and regulatory compliance, providing recommendations to the PEO/Milestone Decision Authority (MDA). Assist the PEO in shaping ISR & SOF acquisitions to support Warfighter requirements and Better Buying Power initiatives. Provide long-range planning, integration, and preparation for activities supporting operational analysis, program requirements, and acquisition program milestones. Analyze initiatives and technology projects to identify prototyping, demonstration, and combat evaluation opportunities. Investigate the Directorate’s portfolio for redundancies and complementary opportunities, making recommendations for cost/schedule/performance improvements and provide historical perspectives to PEO on business operations, process activities, and rationale. Provide expert insight and strategic advice to the PEO’s National Technical Nuclear Forensics and Air Force Tactical Exploitation of National Capabilities efforts.

Qualifications

Requires a Doctorate degree. A minimum of twenty (20) years of relevant work experience may be substituted for a Doctorate; or, a minimum of sixteen (16) years of relevant work experience plus a Bachelor’s degree may be substituted for a Doctorate; or, a minimum of twelve (12) years of relevant work experience plus a Master’s degree may be substituted for a Doctorate.  A minimum of six (6) years of any experience must have been performed on DoD programs/projects.  Experience and degree requirements must be in a field relevant to their functional area. Requires an active Secret clearance and ability to obtain and maintain a Top Secret clearance.
