Proposal IT Recruiter will primarily be responsible for supporting business development efforts and other recruiting needs. This will be achieved through employing traditional sourcing strategies and resources as well as developing innovative and creative recruiting ideas. The ideal candidate for this role must have a proven ability to successfully identify top talent both active and passive, working within proposed timelines and prioritizing based on future company goals and business development efforts. This position is based out of Reston, VA. Responsibilities include:

  • Lead all recruiting efforts for proposals within our business units.
  • Establish and maintain a strong rapport with Business Development, Proposal/Contracts, Program/Project Management, Management and Talent Acquisition/HR team members to create a partnership that yields success, predictable results and credibility.
  • Proactively build talent pipeline and network of potential candidates by identifying, screening, interviewing and assessing candidates for future business development goals.
  • Research trends and innovative recruiting techniques to be competitive in state-of-the-art recruiting practices for both active and passive candidates.
  • Collaborate with business development, program/project managers and technical SME’s to develop short and long-term strategic recruitment campaigns that meet proposal requirements.
  • Identify key personnel for the bid and serve as point of contact after proposal submission and until a funding decision has been determined
  • Attend all step reviews, kickoff meetings and daily status calls for all proposal development.
  • Provide complete, accurate, and inspiring information to candidates about the company and position.
  • Prepare candidates for interviews and specific hiring managers by providing detailed information on the company, our business strategy, department background, job descriptions, and expectation-setting.
  • Extend contingent offers of employment to selected candidates under the direction of the hiring managers and within the guidelines of company compensation policy and delegation of authority.
  • Maintain accurate documentation on all candidates and searches through our applicant tracking tool to ensure audit-ready posture at-all-time and track and report metrics regarding recruiting activity and in compliance with company policy and procedures, federal and state laws.


  • 1-5 years of experience with technical recruiting for all levels of Government contracts and proposals.
  • BS/BA degree or equivalent.
  • Extensive experience with recruiting cleared (DoD and civilian) IT professionals.
  • Experience partnering with business development and proposal operations to provide recruiting support for pre-award opportunities.
  • Demonstrated experience in all full life-cycle recruiting components including, but not limited to, sourcing, qualifying candidates, networking, assessing candidates, legal/compliance, job analysis, wage and salary trends, relationship management, and candidate due diligence.
  • Ability to travel for hiring events and job fairs.
  • Demonstrated experience recruiting in a high-volume, fast-paced government consulting/contracting environment.
  • Source candidates using traditional and non-traditional sourcing techniques such as Internet job boards; search engines; social media sites; cold calling targeted candidates and companies; networking through professional associations, user groups; employee/candidate referrals and alumni; along with internal mobility.
  • Hands on experience with web based talent management systems, including iCIMS, required. 
  • Proficiency using Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.)
  • Must have comprehensive knowledge of the practices, procedures and processes of technical recruiting, including relevant laws, standards, policies and documentation.
  • Requires excellent team work, organizational, verbal and written communication skills. 
  • U.S. Citizenship required and ability to obtain a favorable BI check.
  • Must be Internet savvy and experienced in mining online databases.
